APPENDIX 2 TERMS OF REFERENCE

Terms of Reference of University Safety Adviser, Medical Officers, Medical Officer (Occupational Health), Radiation Protection Adviser and others

A2.1 The University Safety Adviser

The University Safety Adviser is responsible to the Vice-Chancellor through the Senior Warden and Director of Student Services, for ensuring the effectiveness of safety measures throughout the University and for ensuring compliance with all appropriate legislation.

The duties of the post include the following:

(a) To advise those responsible for health and safety in the various areas of the University on measures for promoting health and safety in their areas of responsibility.

(b) To keep under review the implementation by the University of the Health and Safety at Work etc. Act (1974) and of other relevant legislation and to advise the University accordingly.

(c) To maintain liaison with the Medical Officers, and particularly the Medical Officer (Occupational Health).

(d) To maintain liaison with the Senior Security Officer and to advise the Senior Warden and Director of Student Services, through him, on procedures for use in the case of fire, on the organisation of fire drills, and on measures for fire protection.

(e) To attend meetings of the Safety Committee and to provide the Committee with information and advice.

(f) To maintain liaison with the Safety Panels established by the University. To be in attendance at meetings of Panels so far as is reasonably practicable and to provide them with advice and support so as to ensure satisfactory links between the Panels, the Safety Committee and Heads of Departments responsible for policy and action on health, safety and welfare.

(g) To receive and consider reports of accidents and incidents, to investigate causes and to make recommendations, and to report on these matters to the Safety Committee.

(h) To keep under review the procedures for dealing with emergencies in the University and to advise accordingly.

(i) To disseminate information on legislation affecting health and safety and upon hazards and preventative measures.

(j) To advise on, and where appropriate, to edit Manuals, Handbooks, notices, instruction sheets and other publications on health and safety in the University.

(k) To organise training courses in health and safety at work and to contribute, where appropriate, to safety teaching in undergraduate and postgraduate courses.

(l) To maintain liaison with the appropriate enforcement authorities.

(m) To maintain, where appropriate, liaison with outside bodies concerned with safety.

(n) To advise on the storage and handling of dangerous substances and to organise and control the disposal of chemical wastes.

(o) To keep the Chair of the Safety Committee advised of needs to review responsibilities and procedures.

(p) To carry out such other relevant duties as may be delegated to the University Safety Adviser from time to time.

A2.2 The Medical Officers

The Terms of Reference of the Medical Officers, insofar as they are relevant to this Manual, are as follows:

The Medical Officers are administratively responsible to the Senior Warden and Director of Student Services for the operation of the Student Health Service but have, however, direct access to the Vice-Chancellor in special clinical circumstances affecting individual students.

The duties of the Medical Officers include:

(a) The provision of a normal comprehensive NHS practice for all registered students of the University including those attending short courses, and for registered full-time students of Bradford and Ilkley Community College not otherwise registered with a practitioner in the area.

(b) The management and administration of the University Health Service.

(c) The provision, in collaboration with the University Safety Adviser, of medical surveillance of staff and students of the University exposed to radioactive substances, together with advice on related matters.

(d) To maintain liaison with the University Safety Adviser.

(e) The provision of professional advice to the University on general matters concerning health and safety, and to Bradford and Ilkley Community College on general matters concerning student health.

(f) The provision, as far as practicable, of an accident and emergency service for all persons on University premises and precincts.

(g) Such other relevant duties as may from time to time be delegated with the agreement of the Medical Officers by the Vice-Chancellor on behalf of the Council of the University.

A2.2.1 The Medical Officer (Occupational Health)

Notwithstanding the above list of duties, the further duties of the Medical Officer (Occupational Health) are:

(a) To provide medical advice to University staff and students on matters pertaining to health and safety at work. This will include medical surveillance, where appropriate, for staff and students working with radioactive substances and/or other substances or agents hazardous to health.

(b) To maintain liaison with the University Safety Adviser.

(c) To provide professional advice to the University on general matters concerning occupational health

(d) To provide professional assistance to the Personnel Division of the University.

(e) Such other relevant duties as may be delegated with the agreement of the Medical Officer (Occupational Health) by the Vice-Chancellor on behalf of the University.

A2.3 The Radiation Protection Adviser

The Radiation Protection Adviser is responsible to the Vice Chancellor, through the Senior Warden and Director of Student Services, for providing instruction on the safe use of ionising radiation and for ensuring compliance with all appropriate safety legislation in this field.

In particular the executive responsibilities of the Radiation Protection Adviser are defined as follows:

(a) To submit to the Council, through the Senate, an Annual Report on Radiological Protection within the University.

(b) To ensure that the statutory requirements of the Radioactive Substances Acts and other relevant legislation are observed and that the recommendations of the Codes of Practice are followed.

(c) To maintain liaison with the appropriate enforcement authorities.

(d) To administer an effective Radiation Protection Service within the University.

(e) To undertake such teaching duties as are appropriate in relation to Radiological Health and Safety and, if willing to do so, to undertake research within this field.

(f) To maintain appropriate liaison with the University Safety Adviser and with the Medical Officers, particularly the Medical Officer (Occupational Health).

(g) To assume such other duties and responsibilities as the Vice-Chancellor may, from time to time, assign to the Radiation Protection Adviser.

A2.4 The Senior Security Officer

The Senior Warden and Director of Student Services has responsibility for providing the necessary services to enable adequate precautions to be taken against fire; he has delegated the duties to the Senior Security Officer.

The duties of the Senior Security Officer are:

(a) To arrange for, and supervise, the routine inspection and maintenance of fire fighting equipment, fire detection/alarm systems, hydrants and all means of escape.

(b) To undertake the posting of appropriate warning signs and notices.

(c) To organise and where appropriate provide instruction in the use of emergency fire fighting equipment.

(d) To ensure that the appropriate fire drills are carried out.

(e) To maintain liaison with local authority fire officer and/or insurance company assessors and to ensure, in conjunction with the Director of Estates, that the conditions of appropriate licences and fire certificates are observed.

(f) To maintain a record of all fires and false alarms reported, stating details of the cause of fire and any subsequent recommendations.

(g) To provide specialist advice on any topic related to fire precautions.

(h) To maintain liaison with the University Safety Adviser.
